October 8, 2024 – Pasay City, Philippines – The Manila International Airport Authority (MIAA) is looking forward to its newly designated role as the regulator for the Ninoy Aquino International Airport (NAIA), as announced by MIAA General Manager Eric Jose Ines in his speech during the weekly Flag Raising Ceremony.
In his address, GM Ines highlighted that MIAA is undergoing significant transformations, one of which is its shift to becoming the regulatory body for NAIA under the Public-Private Partnership (PPP) agreement with the newly appointed operator, the New NAIA Infrastructure Corporation (NNIC). The government is looking forward to the development plan of NNIC for NAIA. This partnership will allow MIAA to maintain its focus on fulfilling critical governmental functions, ensuring that the government can continue to protect its interests both domestically and internationally.
As part of this shift, MIAA is collaborating closely with foreign specialists, and today marks the second day of a two-day workshop organized by the Asian Development Bank. This session is intended to acquaint MIAA representatives with the obligations and difficulties that come with their new position as regulators, and to establish the framework for MIAA's smooth transition to its new regulatory function.
In addition to the regulatory transition, GM Ines provided updates on the ongoing reorganization within MIAA. As part of the transition to the new structure, a total of eight hundred forty-four (844) Plantilla positions were abolished, with a particular emphasis on those positions held by employees who transferred to the New NAIA Infrastructure Corporation (NNIC). As part of the process, those employees will be given their Separation Incentive Pay (SIP), ensuring that they are fairly compensated for their departure from MIAA.
He also shared that MIAA’s proposed new organizational structure has already been submitted to the Governance Commission for GOCCs (GCG) for approval. Once approved, the new structure will help streamline operations and strengthen MIAA’s regulatory capacity, ensuring that the agency can effectively monitor the progress and development of NAIA.
The General Manager called on the continued support and active participation of MIAA’s remaining employees, stressing that their role will be critical in ensuring the success of the transformation and the effective regulation of the country’s main international gateway.
“Sana po maging parte kayo ng ating bagong tungkulin at bago nating role sapagkat hindi namin kaya kung kami lang,” GM Ines remarked.
“Tulungan niyo sana po ako, hinihingi ko ang inyong tulong, paghati-hatian natin yung ating gagawin sapagkat hindi namin kakayanin kung iilan lang tayo. So, each and every one is really responsible to our new role”. GM Ines said in closing.
